Subject: [PATCH] configure.ac: drop unused libatomic probe

numactl's configure unconditionally links -latomic via this probe, but on
the toolchains we build with the compiler lowers libnuma's byte-sized
atomics inline, so it only leaves an unused libatomic.so.1 dependency
(ROCm/TheRock#2518). Drop it so rocminfo works with no extra runtime dep.
